NEW YORK (CNN/Money) - Stocks surged Friday afternoon, with the Nasdaq and S&P 500 trading near their highs for the year as investors restarted the recent rally after a two-session selloff.

UNITED NATIONS (CNN) -- The U.S.-supported resolution that would lift almost all U.N. sanctions on Iraq also calls for the United States and Britain to run the country for at least a year, according to a copy of the draft resolution that CNN obtained.

NEW YORK (CNN/Money) - U.S. stocks rallied Friday afternoon as the American-led war against Iraq kicked into its "shock and awe" phase, with more aggressive military action and further signs that the conflict could be short and successful.

More than halfway through an eighth straight day of gains, the Dow Jones industrial average (up 152.79 to 8439.39, Charts) rose more than 2 percent, the S&P 500 index (up 12.75 to 888.59, Charts) added nearly 2 percent, and the Nasdaq composite (up 14.84 to 1417.61, Charts) gained 1.5 percent, shortly after 1:00 p.m. ET.

BAGHDAD, Iraq (CNN) -- A series of large explosions rocked Iraq's capital sending plumes of smoke and fire into the skies over Baghdad as the intense coalition air assault got underway.

Pentagon officials told CNN's Barbara Starr that Friday is "A-Day," the day a promised campaign of "shock and awe" is to hit Iraq.

Just as we are preparing to ensure victory in Iraq, we are taking further actions to protect our homeland.

In recent days, American authorities have expelled from the country certain individuals with ties to Iraqi intelligence services.

Should enemies strike our country, they would be attempting to shift our attention with panic and weaken our morale with fear.

We are a peaceful people, yet we are not a fragile people.

And we will not be intimidated by thugs and killers.

My fellow citizens, events in Iraq have now reached the final days of decision.

Today, no nation can possibly claim that Iraq has disarmed.

And it will not disarm so long as Saddam Hussein holds power.

For the last four and a half months, the United States and our allies have worked within the Security Council to enforce that council's long-standing demands.

Yet some permanent members of the Security Council have publicly announced that they will veto any resolution that compels the disarmament of Iraq.

These governments share our assessment of the danger, but not our resolve to meet it.

"If God wanted, by God, we will fight them with daggers, swords and sticks if the other arms were scarce," Saddam told senior military officers in a speech broadcast on Iraqi television.

"If the enemy opens the battle on a wide scale, we will open wherever there was sky, land and water on the entire Earth," he added.

Iraqi Foreign Minister Naji Sabri said Baghdad was preparing for war and government officials had ordered the distribution of up to five months' worth of food rations to its more than 4 million residents.
